The "Database error: ORA - 01045: user "netid" lacks CREATE_SESSION privilege; logon denied. (IES 10901) (WIS 10901) database error occurs when your security settings are not set up properly. A common issue with oracle roles is with the Finance Standard Report access. The user must have the following to view the Finance Standard reports.

Oracle Roles: AR_USER and FIN_USER
BO Group: Finance Report Refreshers
